Commissioning and Decommissioning Certificates are issued after a series of activities aimed at demonstrating the project’s compliance based on the design, its application, and requirements.
In 2015, BRA was responsible for revolutionizing this market by developing and implementing an exclusive methodology for analysis and information tracing, along with a proprietary model for the preparation of certificates, setting a new standard in terms of detail, traceability, and technical excellence for certificate standards in the market.
The widely recognized level of service and quality ensures maximum transparency, confidence, and security to all stakeholders in the project – clients, users, suppliers, communities around the project, agencies, and government bodies.
Contracting BRA for the issuance of Commissioning and Decommissioning Certificates for Industrial Works and Projects guarantees effective mitigation of risks such as work stoppage/suspension, licensing, or operation risks; risks of fines and administrative and financial sanctions; and risks of strain in relationships between all involved parties.
For construction works and projects of oil and gas movement systems, ANP establishes the mandatory issuance of project commissioning certificates, signed by the responsible engineer, covering all specialties involved in the project
(civil, mechanical, electrical, instrumentation & control, etc.), issued by a specialized and impartial technical entity, attesting that all project requirements and applicable technical standards have been fully met.
For the request of:
I – Construction Authorization (CA);
II – Operation Authorization (OA).
And in the construction, expansion, and operation of facilities for oil movement, its derivatives, natural gas, including liquefied natural gas (LNG), biofuels, and other products regulated by ANP.
I – pipelines and their auxiliary installations (add-ons and components) intended for natural gas transportation are limited to those subject to authorization;
II – land and water terminals;
III – LNG terminals, natural gas liquefaction units, and LNG regasification units;
IV – Exploration and Production (E&P) facilities not included in areas under oil and natural gas exploration and production contracts, i.e., facilities not covered in the Development Plan, as defined in ANP Resolution No. 17, of March 18, 2015, or any regulation that may replace it;
V – Exploration and Production (E&P) pipelines not integrated into areas under oil and natural gas exploration and production contracts and their auxiliary installations (add-ons and components), not included in the Development Plan, as defined in ANP Resolution No. 17, of March 18, 2015, or any regulation that may replace it.
